Monthly Meeting - September 15, 2016

The meeting was called to order by Chair. Jim Melin. There were 12 in attendance. Minutes of the August 11, 2016 meeting were read and approved, Lade/Hinrichs/Carried. Treasurer's Report was reviewed. There is $486,195.34 in total cash assets, Hinrichs/Lade/Carried. Resident Issues: Scot Balsavich from Cooper Engineering updated the Board on the Melo Bridge project. Start date is projected for Oct. 1 with projected completion date set for November 17, 2016. Larson has proposed a $5500 decrease in projected costs. Susan Black addressed the board concerning the issues being discussed with dogs and possible changes in our policy for kennel licensure. She stated that she is in the process of debarking dogs. The Sheriff has been out and okayed her dogs but has restricted her from having them in the basement. She is trying to sell 6 puppies but is finding it difficult with state regulations. There were no fire reports. Hwy. Mtc. Report: Dwight was not in attendance. He left a report of what has been done this past month. Grading and ditching and patching roads. Working with FEMA and replacing culverts. He would like to replace the shop lights. The issue of outside lighting for the town hall was also addressed. Marjean Legler will pick up lights for the Town Hall and Dwight will take care of replacing the lights for the shop. Bills in the amount of $62,362.08 were approved for payment, Hinrichs/Lade/Carried. The issue of mowing ditches was discussed. The board agreed that we will continue to mow all ditches at the current height and due to liability issues we cannot allow residents to opt out of having the ditches adjacent to their property be mowed. Hinrichs/Lade/Carried. Additional agenda items for the October meeting are as follows:Melo Drive Bridge Project, Board to build budget for 2017, Hire part time help for Hwy. Mtc., rate changes for Kennel Licensure. Next board meeting will be on October 12, 2016. This is one day early due to a scheduling conflict. There was a motion to adjourn the meeting by Lade/Hinrichs/Carried. The monthly meeting was adjourned and the board went into closed session to discuss employee performance and wages. Deborah L.
